TUCKER ROYALL
Attorney
Tucker Royall joined the Real Estate Litigation section of Flowers Davis in 2021, bringing 12 prior years of litigation and mediation experience to the firm. He has extensive experience in written discovery, depositions, mediation and settlement negotiations throughout the State of Texas.
Tucker has a strong background in the energy sector as well, having worked as a landman and also as advisor and general counsel for various Texas governmental agencies. He advised Governor Rick Perry and his senior staff on policy issues related to energy and the environment and served as Special Counsel to Texas Commission on Environmental Quality Commissioner Toby Baker before becoming General Counsel for TCEQ. As General Counsel, he served as statutory chief legal officer and ethics advisor to TCEQ, served as director of the Office of General Counsel, the Office of the Chief Clerk, the Office of Public Interest Counsel, and the Chief Auditors Office. From 2018 until 2021, he was Committee Director & General Counsel for the Texas Senate Committee on Natural Resources & Economic Development. There he advised the committee chair, members and staff on legal, legislative and political matters as well as crafted policy and drafted legislation in the areas of oil and gas, environmental regulation, and state economic development.
